There are a few pretty big holes in this plan though. Firstly, the whole process revolves around the youth attending truancy court. Has anyone ever actually had to go to truancy court? Not that I’ve ever heard of. Secondly, how many 17 year old high school dropouts do you know that actually have wheels? Not many you say? Exactly. No car, no money, who cares if they lose their license.
